Paducah, KY man arrested second time for sex offender registry violations

PADUCAH, KY (KFVS) - A registered sex offender that was wanted by the McCracken County Sheriff's Department has been arrested.

Deputies said on Thursday, July 5 they received information that Andrew P. Lowery, 28, of Paducah, Kentucky was not in compliance as a registered sex offender.

Detectives learned that Lowery had registered his address with the Kentucky State Police as being 3643 Alameda Drive in Paducah, but was not currently living there.  Officials said Lowery registered this address on June 28 with the Kentucky Department of Probation and Parole.

He was stopped for a traffic offense that same day by the Paducah Police Department where he gave an address on Hill Terrace Drive as being his address.

After following up on leads, detectives confirmed this information through the afternoon on July 5, and were unable to locate Lowery.  A warrant was obtained for Lowery and he was arrested overnight.

Lowery's original sex offender conviction was sexual abuse first-degree of a minor.  Deputies said Lowery is currently out on bond for being a non-complaint sex offender as was charged by Sheriff's Detectives in the below press release.

Since being out on bond, Lowery was charged with receiving stolen property in relation to a residential burglary to which he has since pleaded guilty.

The Sheriff's Department was assisted by the Kentucky Department of Probation and Parole in this investigation.
