City Council Says Church Does Not Need Special Permit

CAPE GIRARDEAU, Mo. - The Cape Girardeau City Council ruled the Christ Church of the Heartland does not need a special use permit to keep distributing food and groceries to low-income people.
The church orders low-cost food and distributes it once a month at the church parking lot, but several neighbors complained to the city saying the church doesn't have proper zoning requirements to run a retail outlet.
Neighbors mainly complained that the service led to too much noise and traffic.
