SPRINGFIELD, Ill. -- Several electric companies say they're ready to do business in Illinois, but not if lawmakers reinstate a freeze on rates.
Here's a look at the impact on the Illinois market of a ten-year freeze that began in 1997, making the state less attractive to new electricity companies. These figures show the average Illinois electric rate for each year and how that ranked nationally:

-1990: 9.92 cents per kilowatt-hour; 7th highest in nation
-1991: 9.87; 11th highest
