Missourians in Congress greet the president's State of the Union address with renewed resolve to turn back the recession. President Bush told Congress last night the way out of the recession, and the way to create jobs, is to boost the economy. He called for encouraging investment in factories and equipment, and for speeding up tax relief so people have more money to spend. Congresswoman Jo Ann Emerson said the White House proposals geared at small businesses are the best breaks in the economic package. Emerson, a Republican, said small businesses actually are the businesses that are creating jobs at this time.
