CAPITOL HILL -- Congress is sending President Bush a bill that would make it a felony to transport animals across state lines for fighting.

The Senate passed the measure by voice vote last night, afterthe House approved the bill more than two weeks ago.

The bill's approval marks the culmination of a nearly 6 year effort to curb dogfighting and cockfighting. Most lawmakers and animal rights activists regard the centuries-old tradition as brutal. And critics say the practice can prompt other criminal activity, like illegal  gambling, gang activity and drug trafficking.

The bill also outlaws commerce in cockfighting weapons -- knifelike instruments that are attached to roosters' legs during a fight.
Dogfighting is already illegal in every state. Cockfighting is banned in every state except Louisiana.
