Illinois passes bill for beauty professionals

Starting on Sunday, January 1, there will be a few changes for beauty professionals in Illinois.

Licensed professionals will be required to do a one hour course on domestic violence and sexual assault as a part of their mandated 14-hour training to be re-licensed in the state of Illinois. 

"I'm not here to be a psychologist, I'm not here to be psychiatrist, I'm not here to be any of that, but if I could be that bridge between happiness and allowing them acceptance to get out of whatever situation they are in, the more the merrier. Why wouldn't you want eyes on that," said Elizabeth Stusz, stylist and owner of E. Claire Salon in Carbondale, Ill.

According to Senator Bill Cunningham, one of the bill's sponsors, the goal of the bill is to make sure the stylists are equipped with the right tools and resources to deal with any situation properly. 

The Senate office said there  80,000 licensed beauty professionals in the state of Illinois. The bill will affect stylists, barbers, estheticians, hair braiders, nail techs and more.

Lawmakers cite the bond between a stylist and their client. Stusz says, "I don't think anybody that I know as a hairdresser [that] would still do hair of it wasn't about the relationship as well." Even people going to get their hair styled, like Hannah Neumeier, feels free to express thoughts to her own stylist. "I've only been going here about a year, but I feel comfortable talking to [my stylist] and i feel comfortable being here and they make it really easy to talk."

Senator Cunningham says this is what they had in mind with the bill. As one of the bill sponsors, Senator Cunningham, informed me that there is no mandated reporting in this bill. So a stylist is not required to get involved and will not be held civilly or criminally liable for failing to act. 

The bill became official on August 12, 2016.
