It is Friday, Jan. 29, 2016.
Friday looks quiet and cold as the Heartland wakes up, with temps right around freezing. By lunchtime, expect plenty of sunshine with temperatures topping out around 50. You may not need your heavy winter coat for date night. Brian says it will be dry tonight with temps hovering in 40s. FIRST ALERT: A mild weekend is on tap, but rain may move in on Sunday.
Stepping up: Hundreds are expected to attend Polar Bear, an annual drink-fest, in Carbondale on Saturday, Jan. 30. In years past, though, it's created some safety concerns and that is why the Carbondale Police Department will have extra staff on duty over the weekend.
Deadline approaching: Sunday marks the deadline for uninsured Americans to sign-up for the Affordable Care Act. A reminder for those who haven't signed up yet: the minimum penalty for being uninsured is going up to $695 in 2016.
Expansion coming: The Obama administration is expanding a data collection program aimed at ferreting out abuses of equal pay laws. The proposal will cover all businesses with 100 or more employees, regardless of whether they contract with the government.
Under consideration: The Missouri Senate could debate a bill that would repeal the state's death penalty. A Senate panel approved the Republican-sponsored legislation Tuesday. It would end capital punishment in a state that's executed 18 killers in the last two years.
