KY man arrested after 2 toddlers found in the cold

GRAVES COUNTY, KY (KFVS) - The Graves County Sheriff's Department is reporting that a Kentucky man has been arrested after two toddlers were found wandering around outside in the cold Wednesday morning, Jan. 20.

Sheriff Dwayne Redmon said deputies were dispatched to a house on Construction Road on Wednesday at 11:25 a.m. after receiving a call from someone who reported that two small children had knocked on her door and could not tell her where their parents were.

Deputies arrived on the scene and discovered a four-year-old girl and a three-year-old girl. The four-year-old was only wearing pants, a shirt and a pair of socks. Her socks were wet from walking in the snow. The three-year-old was only wearing pants, socks and shoes. She was without a shirt and her pants were cold and wet, as well.

Neither child was wearing a coat.

Deputies soon learned the children lived on the road and were being watched by their mother's live-in boyfriend, William Franklin.

Meggen Marsh, the girls' mother, had walked down the street to visit her aunt. Franklin told police he was watching the children. but went to the bathroom. He said he was gone no longer than three minutes but when he came back, the children were gone.

He said he noticed the window open and went outside and followed the girls' footsteps to the home of the caller.

Authorities said if the children had chosen to go the same distance in the opposite direction on Construction Road, they would have been in the area of US 45 North.

Deputies arrested Franklin for two counts of wanton endangerment in the first degree.

The children were released back to the custody of their mother.

The Graves County Sheriff's Office was assisted by the Mayfield Police Department.
