(KFVS) -

It is Wednesday, Jan. 13, 2016.

First Alert Weather Outlook:

The good news on this Wednesday morning: the winds are calmer from yesterday. The not-so-good news: it’s really cold! Temps this morning will range from the low teens to the mid-20s. By lunchtime, they’ll still be around freezing and those winds will pick up again for a breezy afternoon.

Making Headlines:

Issue resolved: Iranian state-owned Press TV is reporting the 10 American sailors captured Tuesday in Iran have been released, despite mixed messages overnight. Current evidence suggests that they unintentionally entered the Iranian waters.

Bye Bye: St. Louis will no longer be the home of the Rams. Instead, the team will move to L.A. after a vote of 30 to 2 by the NFL owners approving the move. The question now: Will the Chargers head there as well?

New term: The Illinois Senate is returning to Springfield today in hopes of agreeing on a budget that should have taken effect July 1. With no budget, the state has been operating with stop-gap measures and court-mandated spending that's plunging Illinois further into debt.

Legacy honored: The life of of KSP Trooper Cameron Ponder was remembered at his alma mater Tuesday night after he was shot and killed by a suspect in September. Ponder's father hopes Cameron can be an inspiration for others.

Increasing too much: The chairman of the Kentucky Senate Republican Caucus wants to freeze tuition and fees at state universities for the next four years. Sen. Dan Seum says tuition continues to increase despite budget cuts to higher education.
