Funeral arrangements made for 4 victims of boating accident

Funeral arrangements have been announced for the four victims after a boat capsized on Friday evening, Aug. 21.

Visitation will be from 5 p.m. to 8 p.m. on Wednesday, Aug. 26 at Lindsey Funeral Home, and from 10 a.m. to 1 p.m. on Thursday, Aug. 27 at Heartland Worship Center.

Services will be at 1 p.m. on Thursday, Aug. 27 at Heartland Worship Center. Burial will follow at Burkhart Cemetery in Graves County.

The family says a memorial fund has been set up to help with expenses. It's called the Memorial Fund for the Families of Emma, Xavier, Tina and Tito Rosario at the Lake Chem Community Federal Credit Union, P.O. Box 244, Calvert City, KY 42029.

Search and rescue 

According to the McCracken County Sheriff's Department, multiple agencies from Kentucky and Illinois assisted in the search and rescue after a boat went over the dam and capsized.

On Friday, at approximately 9:48 p.m., the McCracken County Sheriff’s Department was contacted by Massac County authorities, regarding a boat that capsized at Dam 52 on the Ohio River, which is approximately a mile and a half downstream from Brookport, Illinois.

Illinois authorities reported that at least four individuals were recovered from the water.

They say 40-year-old Frank Rosario and 4-year-old Emma Strawser died in the accident. 

Two others, Amber McIntosh, 33, and Maria Rodriguez, 22, survived.

At least 18 agencies from Kentucky and Illinois had participated in the search on Saturday evening. The efforts were called for the night at around 8:30 p.m.

At that time, crews planned to reconvene on Sunday at noon at Fort Massac State Park on the riverfront to continue the search.

McCracken County Rescue said on Sunday, Aug. 23 they found the bodies of both a young boy and a woman that were missing.

Xavier Lopez, 2, was found at approximately 11:30 a.m., about 500 yards east of the Fort Massac boat ramp, by Sgt. David Shepherd of the McCracken County Sheriff's Department.

Officials also say the body of Tina Rodriguez, 40, was found near the area of Fort Massac boat ramp at approximately 8:15 a.m. on Sunday.  

Investigators believe none of the occupants of the boat were wearing life vests.

Survivors tell what happened

The two survivors told deputies that shortly after 8 p.m., Frank Rosario, 40, took them and three others on a boat ride in the Ohio River.

McIntosh and Rodriguez say they began the trip from a boat ramp off North 8th Street in Paducah.

According to McIntosh and Rodriguez, less than thirty minutes into the ride, the boat went down into the dam and capsized, which resulted in everyone being thrown into the river, including McIntosh’s two children, Emma and Xavier.

Remembering those who died

Frank "Tito" Rosario was a riverboat mechanic. He was steering the boat on Friday.

His wife, Tina Rodriguez, was also on the boat and did not survive the accident. She was a CNA at Superior Care Home.

Their grandchildren, Emma and Xavier, are siblings and are the two other victims of the capsizing.
