Police: Chicago boy handcuffed in basement, beaten

Posted: Updated:

CHICAGO (AP) - Police say a 15-year-old Chicago boy was handcuffed in a basement by relatives who subjected him to a week of beatings with a belt and doused him with buckets of ice water.

Prosecutors say 40-year-old Jose Quilabaqui and 53-year-old Carlos Quizhpi were ordered held in lieu of $90,000 bail after a court hearing Friday. They've been charged with felony kidnapping.

The boy told police he was held in a basement in the northwest side Albany Park neighborhood. The ordeal began June 16. He escaped Monday and contacted police.

He was hospitalized and released.

Relatives say one of the suspects is the boy's father.

The teen's cousin, Diana Bermeo, tells WMAQ-TV the men were just trying to keep him from gang involvement.
