Tax question looms over Illinois governor's race

SPRINGFIELD, Ill. (AP) - Gov. Pat Quinn heads into a tough summer of re-election campaigning against Republican Bruce Rauner (ROW'-nur) without getting all he wanted from fellow Democrats who dominate the Illinois Legislature.

They didn't approve an income tax hike extension he pushed for or a spending plan he says is necessary to avoid massive budget cuts, teacher layoffs and higher property taxes. But political experts disagree if the result makes Quinn more or less vulnerable.

For one, Quinn has been up front about difficult decisions the state faces. And he will face voters without having signed off on a tax hike before they go to the polls in November.

At the same time, Quinn couldn't rally his own party to support the idea, showing his persistent challenges in affecting what happens in Springfield.
