Neighbors say he and his dog couldn't escape the rising water in time, so he had to be rescued.

Witnesses say the road has been blocked since Thursday, but that didn’t stop a few cars from pressing their luck.
As for the condition of the man who was rescued, he appeared to be alright from witnesses.
