A one-year-old seen walking alone and naked during one of the coldest Cleveland winters in years, this was the scene last week on Baldwin Avenue.
A neighbor, Tamika Stallworth, noticed the child naked and playing with a broken bulb. That's when she quickly ran outside to rescue the toddler to give her some warm clothes and a toy while she called the police.
"Me and my kids looked outside. I seen a baby and she was totally in the nude. Nothing on but booties," said Stallworth.
Though that day wasn't as frigid as today's nine degrees, a police report reflects that it was 34 degrees- still very cold.
When the police spoke with the child's mother she said that she was asleep at the time and thought someone else was watching the little girl. It was said that a cousin had been there but left to get milk and beer.
Cuyahoga County social workers say they've had several neglect or abuse complaints against this mom since 2001 up to April 2012 and that the mother of three has gone to parenting classes.
We tried speaking to mom about what happened but she refused to answer the door.
"I'm a parent. So I have a 13-year-old daughter and a 10 year old son. So that was my main concern," said Stallworth. "I was just like appalled."
Police arrested the mom but didn't file charges. Her children are now with relatives and child welfare workers have opened another new case.
