FULTON COUNTY, KY (KFVS) -

Kentucky State Police say an escaped inmate from Fulton County has been captured.

A KSP Trooper and an Ohio County Sheriff's Deputy located and arrested Dylan T. Scaggs on Thursday. He was captured without incident after a passerby called authorities of Scaggs walking down highway 1543 outside of Hartford.

Troopers and other law enforcement officers were searching for an escaped Fulton County, Ky. inmate.

According to KSP Troopers, Dylan T. Scaggs, 20, was being transported from Carter County to Fulton County by Fulton County authorities.

The transport made a planed stop at the Western Kentucky Parkway Travel Center  at the 75.5 mile-marker on Highway 1543 to allow Scaggs to utilize the restroom.

As Scaggs was returning to the transport vehicle, he managed to kick off the ankle shackles and flee from deputies shortly after 4 p.m. on Thursday.

Troopers say Scaggs then ran across both westbound lanes of the Western Kentucky Parkway and through a soy bean field heading north. He had last been seen entering a tree line heading towards Liberty Road in the Beaver Dam area.

Scaggs is a level one state inmate and is behind bars due to theft and other persistent felony related offenses.
