A 68-year-old man has died and another man in his 60s has minor injuries after their Jon boat overturned in the Ohio River this morning.

All 114 counties in Missouri have been designated as primary natural disaster areas. That means farmers can be considered for assistance from the USDA Farm Service Agency (FSA), including FSA emergency loans. State Treasurer Clint Zweifel authorized all 114 counties to be added to the list of counties eligible for emergency 24-hour approvals of low-interest Missouri Linked Deposit Program loans.

The Mississippi River is running on empty compared to this point last year. Last Spring the Heartland experienced historic flooding but this year, it's a historic drought. The water is low enough in Cape Girardeau that you can see the sand bars close to the Bill Emerson Memorial Bridge.

We found out this year's drought affects local tourism as well with low river levels on the Current River in Missouri and possibly even contributed to murky waters in recent days at Big Springs. Holly Brantley went there and discovered that's not the case anymore. Holly explains the changes tonight on Heartland News at 10.
