DUNKLIN COUNTY, MO (KFVS) - A Kennett humane officer said it's one of the worst cases of animal abuse she's ever seen.

Officer Tina Petix said charges are pending for two people. For each, one count of animal neglect, and one count animal abuse.

Petix said the two people had two dogs, a black lab mix, and a pug. She said the people tied the lab to a tree in the backyard using a heavy logging chain and pad lock.

Petix said the chain was embedded into the dogs neck, and almost decapitated the animal. She said doctors spent hours in surgery to save the dog's life.

Petix said they need help footing the medical bills for the animal.
