A Heartland Marine comes home today. Lance Cpl. Michael Bailey was killed in Afghanistan last week. His body was flown home to St. Louis and taken to his hometown of Leadwood this afternoon. The Southeast Missouri State Board of Regents approved a $97 million operating budget for the 2011 fiscal year.
